Pappas demonstrates how to search for available refunds and verify property tax exemptions. Visits to the website are soaring. So are online payments, which this year exceeded payments at branch banks for the first time, she says.

“When I started in this job in 1998, twenty years ago, there was no email system, there was no website, we had no IT department,” she says.
