El sistema de impuestos a la propiedad del Condado Cook ha cambiado de forma significativa desde que la Tesorería abrió sus puertas en 1831. Uno de los cambios más importantes fue la decisión de cobrar los impuestos a la propiedad correspondientes al año previo, es decir, con un año de desfase.

Este cambio se remonta a la década de 1930, cuando tanto el país como el condado más poblado de Illinois enfrentaban los efectos de la Gran Depresión.

Desde antes de la incorporación de Chicago en 1837, los impuestos a la propiedad han sido una fuente esencial de ingresos para los gobiernos locales del Condado Cook. Estos fondos han servido durante décadas para sostener servicios básicos como las escuelas, los departamentos de policía y bomberos, así como proyectos de infraestructura.

Una vez que la sede del condado se estableció en Fort Dearborn y el Condado Cook se consolidó rápidamente como un centro económico, aumentó la necesidad de recaudar impuestos para financiar la expansión de los servicios gubernamentales. Esto implicó una mayor presión sobre los gobiernos locales para mantener la infraestructura y los servicios necesarios para una población en constante crecimiento en el área de Chicago.

Ese peso nunca fue tan grande como durante la Gran Depresión de los años 30.

La crisis económica provocó desempleo generalizado y graves dificultades financieras en todo el Condado Cook. Durante ese periodo, las tasas de morosidad en el pago de impuestos se dispararon y algunos propietarios comenzaron a negarse a pagar. A lo largo de la década de 1930, los cinco periódicos diarios de Chicago informaban con frecuencia sobre las llamadas “revueltas fiscales” que se extendían por todo el condado. El Chicago Tribune se refirió a quienes no pagaban como “incumplidores de impuestos” y calificó su movimiento como una “maniobra fiscal”.

Las consecuencias de estas revueltas fueron inmediatas. Al no poder recaudar impuestos, los gobiernos locales tuvieron dificultades para financiar los servicios públicos. Como respuesta a la crisis, funcionarios de Illinois y del Condado Cook, al igual que muchos de sus homólogos en todo el país, decidieron retrasar la recaudación de los impuestos a la propiedad, dejando los pagos con un desfase de un año. Esta medida brindó un alivio inmediato a los propietarios que atravesaban dificultades económicas y sentó el precedente del sistema de pago con un desfase de un año, que continúa vigente hasta hoy.

Este sistema significa que las facturas de impuestos emitidas en un año determinado reflejan, por lo general, las tasaciones del año anterior. Por ejemplo, las facturas que se enviarán en 2026 se basan en las tasaciones del año fiscal 2025. Este sistema, aunque se reconoce como complejo, ayuda a brindar estabilidad tanto a los gobiernos locales como a los contribuyentes, ya que garantiza un ciclo de facturación y una recaudación más predecibles.

El legado de la Gran Depresión y los cambios de política que surgieron en ese periodo han tenido un impacto duradero en el sistema de impuestos a la propiedad del Condado Cook y en la Tesorería. Si bien muchos aspectos del sistema se han modernizado, el pago de los impuestos a la propiedad con un desfase de un año sigue siendo una característica fundamental, confiable e importante del sistema tributario del condado.
