Un nuevo análisis de mi oficina, basado en más de 2 millones de apelaciones de impuestos a la propiedad entre 2021 y 2023, reveló una preocupante realidad: el sistema ha trasladado casi $2 mil millones en impuestos de empresas hacia propietarios residenciales, golpeando con mayor fuerza a comunidades afroamericanas, latinas y de bajos ingresos.

Este estudio expuso un marcado desequilibrio en cómo las apelaciones de impuestos a la propiedad afectan a las empresas en comparación con los propietarios de vivienda. Durante este período, las empresas recortaron sus facturas en más de $3,000 millones mediante apelaciones, trasladando casi $2,000 millones de esa carga a los hogares. Esto generó un aumento del 7% en los impuestos para los propietarios, mientras las empresas vieron disminuir sus cuentas colectivas a dos dígitos.

Simplemente, las cifras para los propietarios son alarmantes:

  • Las empresas colectivamente redujeron sus facturas en $3,260 millones mediante apelaciones, mientras que los propietarios residenciales vieron subir las suyas en $1,910 millones.
  • Esta reducción de $3,000 millones en impuestos comerciales representa una caída del 12.47% en su carga fiscal, compensada parcialmente por un aumento del 6.88% en los impuestos residenciales.
  • Casi el 64% de los dueños de negocios presentaron apelaciones, en comparación con solo el 27% de los propietarios de vivienda.

Los datos también muestran un sesgo por nivel de ingresos:

  • En comunidades con ingresos medianos inferiores a $50,000, los impuestos aumentaron un 9.76%, frente a un 5.22% en vecindarios con ingresos superiores a $150,000.
  • Casi el 46% de los hogares en áreas de altos ingresos apelaron, frente a solo el 10.95% en vecindarios de bajos ingresos.

Y en cuanto a raza, las disparidades son claras:

  • Solo el 10.85% de los propietarios afroamericanos y el 14.06% de los latinos apelaron sus impuestos, frente al 35.5% de los propietarios blancos.
  • Las 10 comunidades con las tasas de apelación más bajas fueron de mayoría afroamericana o latina.

Eso representa un problema porque nuestro estudio muestra que una de las formas más efectivas de reducir su factura de impuestos es apelando ante la Oficina del Tasador, la Junta de Revisión del Condado Cook o ambas. Las personas que apelaron vieron aumentos mucho menores que quienes no lo hicieron.

Si recibe una notificación de revaluación y considera que es demasiado alta, tiene 30 días para apelar ante la Oficina del Tasador. La fecha límite aparece en su aviso. Si no está de acuerdo con la decisión, puede apelar ante la Junta de Revisión dentro de los 30 días siguientes.

Este sistema de apelaciones, tal como está, amplía la brecha de riqueza. Penaliza a los propietarios residenciales, especialmente en comunidades vulnerables. Necesita una reforma urgente.

Un análisis comisionado por el Condado recomendó que la Oficina del Tasador y la Junta de Revisión compartan datos y estandaricen sus metodologías y criterios de valuación. Esta colaboración eliminaría reducciones excesivas para empresas y reformaría un sistema que actualmente funciona para quienes “tienen”, pero no para quienes “no tienen”.
