Una de las preguntas más comunes que recibo en mi oficina es: "¿Por qué cobramos los impuestos con un año de atraso?" Esta es la historia.

El sistema de impuestos a la propiedad en el Condado Cook ha cambiado drásticamente desde que el condado se estableció y la Tesorería abrió sus puertas por primera vez en 1831.

Uno de los cambios más significativos fue la decisión de recaudar impuestos a la propiedad correspondientes al año anterior, es decir, "en mora". Este cambio en el sistema se remonta los años ‘30, cuando el país y el condado más poblado de Illinois enfrentaban los efectos financieros de la Gran Depresión.

Los impuestos a la propiedad han sido una fuente crucial de ingresos para los gobiernos locales del condado desde antes de que Chicago se incorporara como ciudad en 1837, y han financiado servicios esenciales como escuelas, departamentos de policía y bomberos, así como proyectos de desarrollo de infraestructura.

Después de que el Condado Cook se convirtiera rápidamente en un centro económico tras su establecimiento en Fort Dearborn, aumentó la demanda de ingresos fiscales para financiar los servicios gubernamentales en expansión. Esto impuso una mayor carga a los gobiernos locales para mantener la infraestructura y los servicios necesarios para la creciente población del área de Chicago.

En ningún momento esa carga fue mayor que durante la Gran Depresión de la década de 1930, que tuvo un impacto duradero en la forma en que se manejan los impuestos a la propiedad.

La crisis económica provocó un desempleo generalizado y dificultades financieras en todo el condado. Durante este período, las tasas de morosidad fiscal se dispararon y algunos propietarios comenzaron a negarse a pagar sus impuestos. Los cinco principales periódicos de Chicago informaban regularmente sobre las "revueltas fiscales" que tenían lugar en todo el condado. El Chicago Tribune llamó a quienes no pagaban "evasores de impuestos" y calificó su movimiento como "el fraude fiscal".

Las consecuencias de estas revueltas fiscales fueron inmediatas. Incapaces de recaudar impuestos, los gobiernos locales se encontraron luchando por financiar los servicios públicos. En respuesta a la crisis, los funcionarios de Illinois y del Condado Cook, junto con muchas de sus contrapartes en todo el país, decidieron retrasar la recaudación de impuestos a la propiedad, colocando efectivamente los pagos fiscales del condado con un año de atraso. Esta decisión proporcionó un alivio inmediato a los propietarios en dificultades y estableció un precedente para la práctica de pagar los impuestos a la propiedad en mora, la cual continúa hasta el día de hoy.

Este sistema significa que los recibos de impuestos a la propiedad emitidos en un año determinado reflejan generalmente las evaluaciones del año anterior. Por ejemplo, los recibos de impuestos a la propiedad que mi oficina envió en enero de 2025 se basan en evaluaciones realizadas para el año fiscal 2024.

Aunque este sistema es complicado, ayuda a proporcionar estabilidad tanto a los gobiernos locales como a los contribuyentes, asegurando un ciclo de facturación y un flujo de ingresos más predecibles.

El legado de la Gran Depresión y los cambios de política resultantes han tenido un impacto duradero en el sistema de impuestos a la propiedad del condado y en mi oficina. Aunque muchos aspectos del sistema se han modernizado desde que crucé las puertas de la Tesorería por primera vez en 1998, la práctica de pagar los impuestos a la propiedad en mora sigue siendo una característica fundamental e importante del sistema fiscal del Condado Cook.
