"That scam started last year under [former Treasurer Ed] Rosewall and was uncovered this year by his successor, Treasurer Maria Pappas.

"When Pappas replaced Rosewell, she found 15,000 undeposited property-tax payments lying around the office. Now the checks don't lie around for weeks, and the treasurer's office has more than tripled the amount of interest it makes on the tax money it handles."
